Because he is lonely, bored, or just wants to fuck with you. He has gotten the idea that he can act however he wants and still get some kind of reaction from you.
And he's right. Because here you are after he dumped you and chose to be with someone else and your still trying to figure out his motives.
He has made his motives very clear. Really it's just who do you want to be. Many of us would have ignored any requests and never thought anything more about it. Why even reject the request? It just gives him an opportunity to request again.
Don't be a door mat because that's what your showing him.
